Director and lead researcher of Oregon State University’s (OSU) Global Hemp Innovation Center

Jay Noller, is the new Director and lead researcher of Oregon State University’s (OSU) Global Hemp Innovation Center. The Center is the nation’s largest research center devoted to the study of hemp with more than 40 faculty representing 19 academic disciplines engaged in research, teaching, and extension services. It houses the most comprehensive knowledge of hemp care and feeding to be found anywhere. The Center is advancing the research of hemp and its market potential across multiple diverse industries and research fields to serve the growing international demand for innovative approaches to food, health, and fiber.

Through Noller’s leadership, this large department provides the citizens of Oregon and beyond with diverse activities in education, research, extension, and public service relevant to seed production, soils and ecosystem services, small farms and community food systems, pest management, and various approaches to natural resource management.

Noller is professor of landscape pedology, with research involving the disciplines of soil science, geomorphology, art and archaeology. His research focuses on morphologistics (the art‐science of shape and form) and human interactions with soils in modern and ancient agricultural and forest landscapes of the Middle East, Europe and the Americas. His experience includes more than 35 large projects, spanning much of North and South America, southern Europe, southwest Asia, and Africa. He has published more than 180 papers and maps, six books and has made contributions to additional works. He is also an internationally known soil artist creating large eco‐artwork installations and fine‐art paintings on display and in collections around the world.

Dr. Staci L. Simonich is the Dean for the College of Agricultural Sciences. Previously, Dr. Simonich held the positions of Executive Associate Dean for the College of Agricultural Sciences, Associate Vice President for Research Operations and Integrity at OSU, Associate Dean for Academic and Student Affairs in the College of Science, and Associate Department Head in Environmental and Molecular Toxicology. She was a Professor in Environmental and Molecular Toxicology and Chemistry at Oregon State University.

In addition to receiving her MBA from Oregon State University in 2020, Dr. Simonich received her Ph.D. in chemistry from Indiana University in 1995. She completed APLU’s LEAD 21 training in 2017 and the Higher Education Resource Services Institute Leadership training, as a Clare Booth Luce STEM Scholarship Recipient, in 2018. Prior to joining Oregon State University in 2001, she worked in the consumer product industry with Procter & Gamble for 6 years. With over 100 peer reviewed publications to date, Dr. Simonich’s laboratory research focuses on understanding the fate, chemistry and transport of pesticides and other semi-volatile organic compounds, as well as human and environmental exposure to these pollutants. She received the Society of Environmental Toxicology and Chemistry/Roy F. Weston Environmental Chemistry Award in 2001, the NSF Career Award in 2003, the College of Agricultural Sciences Savery Outstanding Young Faculty Award in 2006, OSU’s Impact Award for Scholarship in 2013, and OSU’s Excellence in Graduate Mentoring Award in 2015. Her research has been published in Science, Nature, Environmental Health Perspectives, Environmental Science & Technology, and the Proceedings of the National Academy of Sciences. During her tenure at OSU, Staci has mentored 30 Ph.D. and M.S. students and 24 undergraduate students in her laboratory and has received several awards related to her mentoring of diverse groups of OSU students and employees. Over her career, Dr. Simonich has received over $10M in extramural funding from the National Science Foundation, National Institute of Environmental Health Sciences, Department of Defense, and Department of Interior.

As President and CEO of the National Industrial Hemp Council (NIHC), Atagi provides high-quality networking and resources for NIHC staff and its members, from the farm to consumer. Atagi leads an organization composed of leading international, federal, state, private industry, and government professionals throughout the United States and international hemp industry.

Under Atagi’s leadership, NIHC’s goals are to further market development, assist members in entering the industry, and educate the consumer on industrial hemp and its applications. Educating consumers is of paramount importance for NIHC.

Atagi has served in executive positions in both the public and private sector. He previously served the public as both the Deputy Director of Intergovernmental Affairs and as the Confidential Assistant to the Under Secretary at the United States Department of Agriculture under President George W. Bush. In the private sector, Atagi previously worked for the US Apple Association, UnitedFresh, the National Association of State Departments of Agriculture (NASDA), been the Secretariat for the World Chlorine Council, and the American Chemistry Council.

He remains President and CEO of his family’s farming operation DA Farms in Nyssa, Oregon.

Atagi is a strong business development professional and a graduate of the University of Notre Dame and University of Maryland MBA program.
