On January 17th, 2017, Nate Sickler was appointed as the Sheriff of Jackson County, Oregon, by the Jackson County Board of Commissioners. He had been serving as the deputy chief of the sheriff’s office since December 30th of 2016.

Sheriff Sickler began a career in law enforcement in 1998 as a reserve police officer, while he finished his education at Southern Oregon University.

In 1999, he obtained a Bachelor’s Degree in Criminology and was hired full-time as a police officer for the City of Phoenix, Oregon. He worked there until taking a job with the City of Klamath Falls Police Department in 2002. As a city police officer, Sickler served as a patrol corporal, a SWAT team member, a drug recognition evaluator (D.R.E.) and a firearms instructor.

In 2006, Sheriff Sickler had an opportunity to come to the Jackson County Sheriff’s Office and begin his career as a deputy. He was promoted in 2008 to Sergeant, and worked as a patrol sergeant until October of 2012, when he moved to the Criminal Investigations Division. In March of 2015 he took a position as an interim captain, and in July of 2015 he was promoted to Captain.

As a sheriff’s deputy, Sheriff Sickler served on the department’s SWAT team and in the training unit as a Firearms and Active Shooter instructor. He also served as a department association representative, a D.R.E. and a D.R.E. instructor for 4 years.

Graham Davis currently serves as Agriculture Marketing Specialist, Domestic Hemp Production Program (DHPP). Graham spends most of his time outlining the key provisions of the Domestic Hemp Production Program (DHPP) Regulations (86 FR 8896) to stakeholders. In addition, Graham has developed the educational training materials for individuals interested in becoming USDA certified hemp sampling and has a leadership role working to develop training resources to promote stakeholder understanding of USDA Domestic Hemp Production Program Final Rule, regulations, and best practices.

Graham has been with the federal government for 14 years. He first started his public service working as the Plant Health Care Specialist of the Smithsonian Gardens for 7 years. He then walked across the street to work for the USDA’s National Organic Program for 5 years. Graham has been with USDA’s Domestic Hemp Program since January of 2021.

Founder and CEO of PanXchange

Julie Lerner is the Founder and CEO of PanXchange, a trading platform and market structure solution for physical commodities that specializes in bringing liquidity and efficiencies to thin and/or nascent markets. She was selected as a Futures Industry Association (FIA) Innovator and selected in the inaugural class of the Most Admired CEOs by the Denver Business Journal. She holds two U.S. patents on the PanXchange platform, with another pending. She is a regular contributor to industry trade publications, the Wall Street Journal, Financial Times and Bloomberg TV.

Ms. Lerner began her career with Cargill International (Switzerland) and later became the senior trader for Cargill’s Latin American sugar markets, where she focused on the development of origination markets with successful financing programs and warehouse and distribution programs. She has also held several positions in trading and business development with companies such as XL Financial (weather derivatives) and Sempra Energy Trading (electricity).

Ms. Lerner has extensive experience in regional and international agricultural and energy markets. Geographically, her area of expertise covers the U.S., Europe, Latin America and East Africa. She is an advisor to early-stage companies, offering a 360-degree perspective from entrepreneurs to angel investors, and from smallholder farmers to Fortune 100 executives.

Jacob Waddell is the Executive Director and was the President of the US Hemp Building Association from October 2020 to January 2022. He oversaw the growth of the organization and is currently leading USHBA and USHBF initiatives including the creation of ASTM standards, defending a submission to the International Residential Code, and the establishment of the Workforce Development Program.

Jacob has a science background with years in engineering in manufacturing environments and running businesses. His mission in life is to make a positive impact on the world around him. This sometimes manifests as empowering people around him to reach greater heights and other times can be seen as a relentless drive to accomplish tasks that he sees as important. A natural leader who believes that teams make the difference and that carefully analyzes situations to achieve success. He believes in win-win agreements and holds honesty and kindness as important virtues.

Education: Jacob has a Masters in Material Science and Engineering and a MBA

Ed has been involved with agricultural policy in Washington, D.C. since 2007, and is currently with the American Bankers Association. Prior to ABA, he worked on Capitol Hill, with the National Corn Growers Association and the United States Department of Transportation. Growing up on a farm has given Ed a unique perspective on agriculture and rural America. He enjoys sharing my rural perspective with others, both inside and outside D.C.

SVP, Hemp & Cannabis Banking, West Town Bank & Trust

Ross Sloan is SVP of Hemp & Cannabis Banking for West Town Bank & Trust. He is a graduate of Davidson College, with a B.A. in History. Ross’ 36-year banking career has included roles in retail banking, business banking, commercial banking and middle market banking. In his current role, he works with others at the bank to serve hemp related businesses throughout the U.S. by providing deposit accounts, merchant services and other financial services solutions. Ross’ volunteer work includes serving as a member of the Cannabis Financial Institutions Group of the National Cannabis Roundtable, president-elect of the Asheville Rotary Club and as a board member of the Montreat Conference Center.
